الملخص

يتطور الذكاء الاصطناعي بخطى متسارعة؛ إذ أصبحنا اليوم نتعامل مع تطبيقاته في العديد من مجالات الحياة اليومية. وعلى الرغم من المزايا المترتبة على توظيفه في كثير من القطاعات، فإن الأنشطة والتطبيقات الخاصة به تطرح العديد من التحديات أمام صانعي السياسات العامة، حيث تثير الأنظمة والتطبيقات الذكية، علاوة على توظيف الروبوتات، العديد من التساؤلات حول المحددات الأخلاقية والقانونية والتنظيمية التي من شأنها الحد من التأثيرات السلبية، أو غير المتوقعة، لأنشطة الذكاء الاصطناعي وأبحاثه وتطبيقاته في حياة البشر. تناقش هذه الدراسة تساؤلًا محوريًا: ما الاقتراب المناسب لتنظيم، وحكامة، أنظمة الذكاء الاصطناعي وأنشطته بصورة تحقق المصلحة العامة وتقلل من المخاطر والمحاذير الأخلاقية والمجتمعية المرتبطة بتطبيقاته؟ تُفاضل الدراسة بين المداخل التنظيمية المختلفة، وترفض فكرة التنظيم الذاتي Self-regulation لهذا المجال، مؤكدة ضرورة أن تتدخل الدولة بوضع السياسات التنظيمية المناسبة لضمان تحقيق المصلحة العامة للمستخدمين. ومن شأن هذا التدخل أن يوازن بين المزايا المتوقعة لتطبيقات الذكاء الاصطناعي والمخاطر المحتملة من تطوير تلك التطبيقات الذكية بمعزل عن الإشراف الحكومي.
