الملخص

يتناول التقرير الاستجابة الحكومية لكارثة الفيضانات في مدينة درنة في ليبيا، وذلك بتحليلها من خلال أربع مراحل رئيسة، هي: إدارة المخاطر، والاستعداد للكارثة، والاستجابة الفورية، والتعافي وإعادة الإعمار. ويوضح حالة الضعف الشديد في التعامل مع مقتضيات إدارة الكارثة وعدم استجابة السلطات في ليبيا معها بالجدّية والمسؤولية الواجبتَين، فضلًا عن عدد آخر من الاختلالات الهيكلية والإدارية. ويقدّم عدة توصيات، منها: رفع كفاءة المركز الوطني للأرصاد الجوية وتجهيزه بمعدّات حديثة، وتحسين معايير اختيار القيادات المسؤولة عن إدارة الكوارث، وتعزيز مشاركة المجتمع المدني والقطاع الخاص والخبراء المستقلين، وترشيد الاستجابة الأمنية، وتطبيق قواعد المساءلة بفاعلية، ورفع مستويات الرقابة القضائية، وتنظيم توزيع المساعدات والتعويضات المالية لضمان الوصول العادل والتسليم في الوقت المناسب، وإنشاء مركز أبحاث لمخاطر المناخ والاستجابة للطوارئ وإدارة الأزمات.
