الملخص

تقدم الدراسة مساهمة في التطوير المفاهيمي والنظري لتشخيص واقتراح سياسات التنمية البديلة في مجتمعات بلدان الثورات العربية حيث تأخذ بالمقاربة السياقية في عمليات المفصلة والتحليل والتمييز للظواهر ورسم البدائل وفق الخصوصيات المحلية بعيداً عن مسلمات النظريات الكبرى والأيديولوجيات التي تتغافل في معالجاتها عن ثراء الخصوصيات الثقافية وعن فهم منظومات القيم المحلية وضرورة توفير استجابات لها في السياسات التنموية. كما تأخذ بمقاربات وأدوات منهجية جديدة متعددة المعارف وعابرة للتخصصات في العلوم الاجتماعية لتجنب الاختزالية في استيعاب ما يجري. وقد ألتزمت الدراسة بمفهوم (الفرص التاريخية) في عملية صياغة الفرضيات والتأويل والتحليل بما يلائم المقطع التاريخي الذي شهد ولادة ثورات الموجة الرابعة التي دشنتها البلدان العربية، وبالشكل الذي يملي عليها تجاوز تطبيقات الليبرالية الجديدة التي كرست حالة الأقصاء الاجتماعي وشكلت نتيجة لتطبيقاتها السلبية احدى الأسباب الرئيسة لاندلاع الثورات وتبني عوضا عن ذلك سياسات تنحى نحو التضمين الاجتماعي للفئات التي تعرضت للتهميش لعقود طويلة وبحيث تؤمن لها توسيع النفاذ الى السوق من جانب وتوسيع النفاذ الى عملية صنع القرار من جانب اخر. وفي اختيار بدائل السياسات التنموية تعتمد الدراسة وحدتين أساسيتين للتحليل: اولاهما الاقتصاد المالي والنقدي وثانيهما اقتصاد الشأن الإنساني (اقتصاد العيش الكريم الذي يسلم باقتران التنمية بالحرية ويركز على اقتصاد المواطنة " كممارسة " وليس كمنظومة حقوق فحسب ويعمل على الرفع من شأنها).
