الملخص

تتناول هذه الدراسة إحدى أهم قضايا إعادة بناء الدولة الصومالية بعد تفككها وانهيار مؤسستها إبّان سقوط النظام في التسعينيات وهي قضية بناء جيش وطني موحد، لأن الجيش يمثل القوة، ووجود قوة تمثل المناطق كلها من شأنها إعادة الثقة بين المجتمع المنقسم مناطقيًا، ما قد يسهل بناء باقي مؤسسات الدولة. اتبعت في هذه الدراسة المنهج التاريخي والوصفي وكذلك أداة المقابلة لجمع معلومات الدراسة من ذوي العلاقة بموضوع البحث. خلصت الدراسة إلى وجود إشكالات عدة تعرقل بناء الجيش، منها ما هو سياسي واجتماعي وفني ومادي، واقترحت إجراءات عدّة لتجاوزها.
