الملخص

تبحث هذه الدراسة في جذور العلاقات القطرية - الأميركية، والأسس التي قامت عليها، والضوابط التي تحكمها. وتنطلق الدراسة في بحثها هذه العلاقات من سبعينيات القرن المنصرم إلى فترة الرئيس الأميركي دونالد ترامب. ترى الدراسة أن حاجة قطر إلى ضمانات أمنية أميركية لم تمنعها من تبنّي سياسات مستقلة وأحيانًا متعارضة مع السياسات الأميركية. وقد خضعت بناء عليه العلاقات القطرية - الأميركية لمدٍ وجزر، وتعرضت لأزمات بسبب تباين المصالح والاهتمامات والتحديات التي تواجه البلدين. لقد نحت قطر في علاقاتها الإقليمية والدولية إلى تبني سياسة خارجية مستقلة عن واشنطن، إلا أنها حرصت في الآن نفسه على البقاء قريبة منها، وجعلت من نفسها حاجة حيوية للمصالح الأميركية، سواء فيما يخص حضورها العسكري في المنطقة، أو الأدوار الفريدة التي تضطلع بها في تهدئة التوترات والنزاعات وعمليات الإغاثة الناتجة من احتفاظها بعلاقات مع جميع الأطراف في المنطقة، وخصوصًا تلك التي لا تستطيع واشنطن التواصل معها إلا عبر وسيط. هذه الاعتمادية المتبادلة أسهمت في تجاوز العلاقات القطرية - الأميركية كل التحديات والصعوبات التي واجهتها، على مدى العقود الثلاثة الماضية، وبلغت ذروتها في عهد إدارة ترامب.

  25. في شباط/ فبراير 1996، كشفت قطر عن مؤامرة لإسقاط أميرها ونظام حكمه، عبر انقلاب عسكري، شارك فيه ضبّاط قطريون، كان جلّهم يقيم في الرياض وأبوظبي والمنامة. وبحسب شهادات لأبرز الأسماء المشاركة في المخطط، فإن الرياض كانت ستتولى مهمة إدخال كتيبة عسكرية من مدخل أبو سمرة على الحدود القطرية للسيطرة على المنشآت الحيوية واعتقال الشخصيات الرئيسة في الدولة، بينما يقوم المشاركون الموجودون في الداخل بمهمات الاشتباك إذا واجههم أي تهديد. لكن وصول معلومات استخبارية إلى الدوحة بشأن الانقلاب، إضافة إلى الارتباك الذي دبّ بين الانقلابيين، أدّى في نهاية المطاف إلى إفشال العملية واعتقال الضالعين فيها ومطاردتهم. وبعد فشل العملية الانقلابية، قبلت الدوحة وساطة الملك عبد الله بن عبد العزيز بشأن السجناء الذين تم ترحيلهم إلى السعودية، ينظر: "ما خفي أعظم"، قناة الجزيرة، يوتيوب، 2018/3/4، شوهد في 2019/9/8، في: http://bit.ly/2k64PvM
