الملخص

تهدف هذه الدراسة إلى عرض الخيارات السياسية المُ تاحة أمام باكستان في ما يتعلّق بنزاعها مع الهند بشأن جامو وكشمير. وترك ز على الأزمة التي تلت إلغاء الهند الوضع الخاصّ لولاية جامو وكشمير في آب/ أغسطس 2019. فمن خلال البحث في هذه الأزمة، ولا سيما من حيث إنها نتيجة مباشرة للطريقة التي نشب فيها هذا النزاع وتطوّر على مدى العقود السبعة الأخيرة، تعرض الدراسة سلسلة تدابير يمكن للحكومة الباكستانية أخذها إمّا وحدها و/ أو بالتنسيق مع جهات دولية فاعلة، من أجل تأمين الدعم للتوصل إلى حلّ مستدام بشأن النزاع المتعلق بجامو وكشمير. صحيح أنّ مثل هذه التدابير قد تمثّل عودةً لظهور الدبلوماسية القسرية المستوحاة من الحرب الباردة، التي طبعت جنوب آسيا، إلّا أنّ هناك بعض القيود التي قد تتطلّب من باكستان التحلّي بالصبر وإنتاج مكتسبات القوّة الناعمة.
