نهج دول الخليج المانحة عبر الرابطة الثلاثية في السياقات الهشة والمتضررة من الصراع: الواقع والتحديات والآفاق

الملخص

​ظهرت دول الخليج الأربع، السعودية والإمارات والكويت وقطر، خلال العقود الماضية، بوصفها دولًًا مانحة نشطة، تقوم بأدوار بارزة في المناطق الهشة والمتضررة من الصراعات في المجالات الإنسانية والتنموية والمرتبطة بالسلام. وفي حين تبرز معظم مساعداتها الخارجية في المجالين الإنساني والتنموي، فقد بقيت مساعداتها المتعلقة بالسلام مجهولة الاتجاه وينقصها التحليل الكافي نتيجة لغياب نظام توثيق رسمي يصدر عن المانحين الخليجيين في هذا المجال. ولسد هذه الثغرة، تتناول هذه الدراسة تدفقات المساعدات الخارجية للدول الخليجية المانحة عبر عدسة الرابطة الثلاثية أو نهج الإنسانية والتنمية والسلام. ويشير التحليل إلى أن دول الخليج المانحة لا تتصرف مع المساعدات المقدمّة بطريقة تتوافق مع حركة الإصلاحات التي قادتها منظمة التعاون الاقتصادي والتنمية الخاصة بنهج الرابطة الثلاثية. وتظهر النتائج أن تحديات التطبيق الكامل لهذا النهج في سياسات المساعدة الخارجية لهذه الدول تتمثل في ضعف التنسيق بين المانحين الخليجيين وغيابه، وضعف تبادل البيانات والمعلومات والتحليلات المشتركة، إضافة إلى عمل المانحين ضمن إطار التمويل الثنائي.
