الملخص

تكتسي مسألة العلاقة بين الاقتصاد والنظام السياسي أهمية حيوية في سياق النقاش المحتدم اليوم بين أنصار التسلّطية ونظرائهم من أنصار الديمقراطية. وتعدّ دراسة هذه العلاقة في مصر ذات أهمية بالغة في ظل الانقسام المتزايد بين البلدان التي تستلهم النماذج التسلّطية للاقتصاد السياسي، وتلك التي تتبنّى النموذج الديمقراطي. تستطلع هذه الدراسة تجليات هذه العلاقة الحيوية في مصر، فتبدأ بتعيين السياقات الدولية والمحلية التي تحيط بعمل الاقتصاد، وهي السياقات التي تسهم في تشكيله من جهة، وتجعله في مواجهة مع الرهانات التي يتعيّن عليه التغلّب عليها بغية تسريع النمو، من جهة أخرى. وتبحث في هذا الصدد في كيفية مساهمة العوامل الاقتصادية في صعود النظام التسلّطي الجديد الذي يقوده عبد الفتاح السيسي، يليه تحليل عكسي حول تداعيات سياسته الاقتصادية على نظامه السياسي. وتحلل بعد ذلك إذا ما كانت هذه التداعيات تسمح لمصر بمنافسة اقتصادية أفضل، أم أنها تقوّض قدرتها على ذلك، ثم تجيب عن السؤال المتعلق باللبنات الأساسية لاستراتيجية اقتصادية ناجحة. وتعرض الدراسة في خاتمتها سيناريوهات المستقبل البديل للاقتصاد السياسي في مصر.
