الأمن من منظور بنائي: الأمن هو ما تصنعه الدول منه

الملخص

تتناول هذه الدراسة مسألة الأمن من منظور بنائي، محوالة تحليل إسهامات البنائية وتوضيحها، لا سيما التقليدية والنقدية، في الدراسات الأمنية، والتي شكّل المنعطف البنائي نقلتها الفكرية. توبيّن أن البنائية، أو بالأحرى البنائيات، أسهمت في إثراء مفهوم الأمن والدراسات الأمنية عمومًا وتطويرها على ثلاثة صُ عد. يتمثل الأول في مقاربتها الأمن بوصفه بمنيًا اجتماعيًا وبنيذاتيًا. ويتمثل الثاني في مراجعتها النقدية لمفاهيم المقاربات لاعقالنية المركزية، وتحديدًا مفهومي الفوضى والمعضلة الأمنية. ويتمثل الثالث في إقحام البنائية مفاهيم أساسية في دراسة الأمن؛ هي الهوية والمصالح والمعايير. بيد أن هذه الإسهامات تعاني بعض القصور لا سيما فيما يتعلق بالهوية والأمن، فضلًا عن الخلافات البنائية البينية التي حالت دون وجود إطار نظري بنائي واضح، وإن كانت البنائية النقدية أكثر إهسامًا وتجيددًا في الدراسات الأمنية على عكس البنائية التقليدية. توصلت الدراسة إلى اس نتتجا أساسي مفاده أن البنائية لم تقدّم نظرية في الأمن قائمة في حد ذاتها، بيد أن إسهاماتها المبتكرة، وكونها مرجعيةً نظريةً لمقاربات الأمن الجديدة، تؤكد وجود منظور بنائي للأمن في نظريات لاعالقات الدولية، حيث طوّرت مقاربات الأمن الجديدة، بطيفيها النقدي وغير النقدي، نظرية في الأمن ذات مرجعية بنائية. وهنا يكمن إنجاز البنائية النظري الأهم في الدراسات الأمنية.
