الملخص

تتبع هذه الورقة السياسة الأميركية تجاه داعش، محاولة تحليلها، مستعرضة الجدل الذي أحاط - ولا يزال يحيط بها - والعوامل والمحددات المؤثرة فيها. ففي أيلول / سبتمبر ٤ّ١٠٢، أعلن الرئيس الأميركي باراك أوباما "إستراتيجية شاملة" لإضعاف ما يُعرف ب"تنظيم الدولة الإس مااية في العراق والشام- داعش"، وتدميره. وقال أوباما: "لن أتردد في استخدام القوة تجاه داعش في سورية كما في العراق. هذا هو المبدأ الرئيس الذي تلتزمه إدارتي: أنّ من يهدد أميركا لن يجد ملاذًا آمنًا". لكن، وعلى الرغم من هذا الإعلان، ظلت الأسئلة عن طبيعة السياسة الأميركية وأهدافها وأدواتها تجاه داعش تطرح باستمرار في سياق جدل بين مَن يعتقد أنّ الولايات المتحدة لا تفعل ما يكفي لمواجهة التنظيم، ومَن يرى أنّ من الأفضل لها ألّا توسّ ع انخراطها العسكري في هذا الصراع. وقد تأثر هذا الجدل باستقطابات سياسية أميركية داخلية، تمثّلت بالموقف الناقد الذي تبنّاه أقطاب في الحزب الجمهوري، من قبيل السيناتور جون ماكين والسيناتور ليندزي غراهام، لما يعدّونه "سياسة ضعيفة من الرئيس أوباما"، وتنافسات إقليمية "شرق أوسطية" حول الموقف من داعش وطبيعة الخيارات السياسية التي يجب أن تؤطّ ر المواجهة مع التنظيم.
