  31. مبادرة حق المواطن الأوروبي هي مبادرة تمّ التنصيص عليها في اتفاقية لشبونة 2009، وهي تعطى الحق للمواطن الأوروبي العادي، في حال استطاعته تجميع أكثر من مليون توقيع من 7 دول أوروبية على الأقل، أن يطلب من المفوضية الأوروبية أن تقدم مقترحًا تشريعيًا في داخل المؤسسات الأوروبية لكي يتحول المقترح في النهاية إلى قانون أوروبي. وتَثّل الهدف الرئيس من هذه المبادرة بسدّ الفجوة بين مؤسسات الاتحاد الأوروبي من جانب، والمواطن الأوروبي من جانب آخر، وإعطاء وجه أكثر ديمقراطيةً للاتحاد الأوروبي.
