من التنوع إلی الانقسام: إمكانية نموذج توافقي لاقتسام السلطة في كركوك

الملخص

تسلِّط الورقة الضوء على مشكلة كركوك، وتحاول إيجاد حلّ لمشكلة الحوكمة فيها. وقد سُ مِّ یت كركوك "العراق المصغ ر" لتنوُّعها العرقي واللغوي والديني والثقافي؛ لذلك فإنّ إیجاد حلّ لأيّ مشكلة تتعلق بمعضلتها سيكون له دور إيجابي في تحقيق الاستقرار في جميع أنحاء العراق. تعود بدایة مشكلة كركوك إلی اكتشاف النفط في المدینة؛ إذ بدأت سياسة التعريب بالتدريج، وظهرت خطوط الإثنية في المدینة والمحافظة. وبعد سقوط نظام البعث عام 2003، أصبحت كركوك مدينة مستقطَبة، وظلت مشكلة الحوكمة إحدى المشكلات الرئيسة التي لم تسوَّ بعدُ في المحافظة. تقترح هذه الورقة تبنُِّي الديمقراطية التوافقية، بدلًا من الإستراتيجيات الأخرى، في التعامل مع الاختلافات والانقسامات العرقية والدينية في المجتمعات المتعددة؛ استنادًا إلى الدراسات المتاحة حول كركوك، والدستور العراقي، وتجربة الحكم في مرحلة ما بعد عام 2003 في المدينة.
