الملخص

تأتي هذه الدراسة محاولةً لفهم مصطلح "الدولة العميقة"؛ في ضوء تزايد استخدام المصطلح في الأدبيات والتحليات السياسية، وخصوصًا في مجال الدراسة المقارنة، وتحديدًا عند دراسة حالات متعددة من النظم السياسية. ومن خال تحليل الأدبيات التي يُستخدم فيها هذا المصطلح، يتضح أن الغموض يكتنف مفهوم الدولة العميقة؛ إذ يُعرّف بطرق متباينة، ويُستخدم بأشكال متعددة؛ ما يجعله يحمل دلالات مختلفة. تنطلق هذه الدراسة من نظرة نقدية للمفهوم، وتفترض أن ضبابية تعريفه تشتمل على عنصرَي الخفاء والمؤامرة، من جهة، وفضفاضية استخداماته في نظم سياسية متنوعة (ديمقراطية وشبه ديمقراطية وسلطوية)، من جهة ثانية، تجعان منه أداة تحليلية غير مفيدة، أو غير قادرة على توسيع المجال المعرفي لعلم السياسة المقارنة. ولإثبات ذلك تتتبَّع الدراسة استخدامات مفهوم الدولة العميقة، لتظهر التباينات، وتبرهن على صحة افتراضها. وتقوم بعد ذلك بمحاولةٍ لضبط المفهوم باستثناء بعض النظم السياسية التي ضُمّت تحت لوائه.
