الملخص

كشفت السياسات الاشتراطية للاتحاد الأوروبي لدعم التحولات الديمقراطية في بلدان جنوب المتوسط عن كثير من الاخت لااات الهيكلية، وذلك على الرغم من الجهود الحثيثة التي بذلت، طوال سنوات عدة، منذ الشراكة الأورومتوسطية، مرورًا بالسياسة الأوروبية للجوار، وصول ا إلى برامج دعم الإصلاح الديمقراطي في مرحلة ما بعد "الحراك العربي". ولم تحصل الاندفاعة السياسية الديمقراطية المنشودة في هذه البلدان، كما كان عليه الأمر في أوروبا الشرقية. ونما توجه نحو تفضيل الدول الأوروبية الاعتبارات الأمنية على حساب دعم الديمقراطية، خاصة بعد تزايد وتيرة التعاون الأمني لمكافحة التهديدات الإرهابية والهجرة غير النظامية. لهذا، يمث ل الحراك العربي اختبارًا وتحديًا حقيقيًا لصدقية سياسات المشروطية الديمقراطية للاتحاد الأوروبي وفعالياتها. فإلى أي حدّ نجحت السياسات الأوروبية المرتبطة بالمشروطية الديمقراطية في دعم ديناميات الحراك العربي وتفاعلاته؟ وهل غلبة منطق الحفاظ على الأمن والاستقرار ومكافحة الإرهاب تفرغ المشروطية الديمقراطية الأوروبية من نواتها الصلبة؟
