الملخص

​يُعدّ التفاوت الاقتصادي من أكثر القضايا إلحاحًا في القرن الحادي والعشرين، نظرًا إلى تحكّم أقلية صغيرة في الاقتصاد العالمي وامتلاكها السلطة الأشد نفوذًا؛ ما يؤدي إلى تصاعد عدم الاستقرار السياسي وانخفاض درجة الاندماج الاجتماعي، وقد تجلّى ذلك في الأسباب التي أوردتها الدراسات المتعلقة بالربيع العربي والاضطرابات في منطقة الشرق الأوسط وشمال أفريقيا. وتتقصّى هذه الدراسة تجريبيًا أثر تكوين رأس المال ومعدّل العائد على رأس المال في التفاوت الاقتصادي في بلدان المنطقة. وأظهرت النتائج التجريبية أن العوامل المستخدمة في قياس تكوين رأس المال، مثل إجمالي الادخار المحلّي وإجمالي تكوين رأس المال الثابت، ترتبط إيجابيًا بالتفاوت الاقتصادي، أي تزيد من فجوة التفاوت. وعلى العكس من ذلك، ترتبط العوامل المستخدمة في قياس معدل العائد على رأس المال، مثل الفائدة الحقيقية ومعدّل الفائدة على الودائع، سلبيًا بالتفاوت الاقتصادي؛ فعندما يزداد معدل الفائدة على الودائع، يقل التفاوت الاقتصادي. ومن الضروري مراجعة السياسات المالية والنقدية لإصلاح الضرائب والفوائد لزيادة أثرها في العدالة وإعادة التوزيع وتفادي أثر تراكم رأس المال والسلطة.
