الملخص

​تتبنى هذه الدراسة أطروحة الدولة المنظّمة، في محاولة لإلقاء الضوء على التغيّرات التي طرأت على الدور الاقتصادي والاجتماعي للدولة، ومن ثم الطريقة التي تُعالَج بها مشكلات السياسات العامة. وتركّز النقاش على سياسات التنظيم لقطاعات الاتصالات، بعد التحرير الاقتصادي لتلك الأسواق وفتحها للمنافسة، وذلك من خلال بحث ثلاث حالات في المنطقة العربية، وهي: المصرية، والإماراتية، والقطرية. وتنطلق الدراسة من فرضية أساسية مفادها أنّ التحوّل في دور الدولة من نموذج دولة الرفاه، الذي كانت تؤدي فيه الدولة ومؤسساتها الدور الرئيس في عمليات تقديم خدمات الاتصالات، إلى نموذج الدولة المنظّمة، والذي تتبنى الدولة في إطاره استراتيجيات التحرير الاقتصادي لتلك الأسواق، قد ترتّب عليه إفساح المجال للفاعلين غير الحكوميين لتأدية دورٍ متنامٍ كمقدّم لخدمات الاتصالات ومشغّل لها، في الوقت الذي أصبحت فيه الدولة بمنزلة المنظّم الذي يتحكّم في سلوك الفاعلين الجدد، من خلال صنع اللوائح والقوانين والتشريعات التي تضبط إيقاع عمليات تقديم الخدمة في أسواق الاتصالات المحررة، بما يضمن جودة الخدمات المقدّمة، وبطريقة تحقق مصلحة المستخدمين.
