الملخص

تناقش الدراسة إدارة التنوع العرقي والاجتماعي في المؤسسة العسكرية من خلال مقارنة التجربة الأميركية، بوصفها حالة مرجعية، بالحالة السعودية التي لا تزال في طور التأسيس. وتستند إلى مقاربة علم الاجتماع العسكري التي تفترض أن المؤسسة العسكرية هي انعكاسٌ للبنية الاجتماعية والثقافية في المجتمع، مع التركيز على أربعة مؤشرات مجتمعية رئيسة: مؤشر العرق، ومؤشر التمييز بين الجنسين، والمؤشر الطائفي، والمؤشر القبَلي. وتفترض أن فعالية إدارة التنوع تعتمد على تكامل المستويين المعياري (التشريعات والسياسات)، والممارساتي (الممارسة)، مع مراعاة الخصوصية المجتمعية لكل حالة. وُتظهر التجربة الأميركية أنّ وجود الإطارين المعياري والممارساتي لا يؤدي بالضرورة إلى تطور نموذج مثالي، وذلك بسبب استمرار تحديات التمثيل، وخاصة في مستوى القيادات العسكرية العليا. أمّا الحالة السعودية، فيبرز فيها غياب إطارٍ معياريٍ واضحٍ وحداثة التجربة، رغم بوادر الانفتاح، وخاصة بعد عام 2017. وتخلص الدراسة إلى أن إدارة التنوع ليست مطلبًا اجتماعيًا فحسب، بل هي شرط لتعزيز فعالية المؤسسة العسكرية وتماسكها المؤسسي.

  1. يقتضي منطق المقارنة في هذه الدراسة استخدام مصطلحيْ "التجربة الأميركية" و"الحالة السعودية"؛ فالمؤسسة العسكرية في الولايات المتحدة تمثّل تجربة راسخة ومتقدمة، امتدت على مدى عقود من التطوير المؤسسي، وشكَّلَت نموذجًا قابلًا للدراسة والتحليل في سياق إدارة التنوع العرقي والاجتماعي. أما المملكة العربية السعودية، فيمكن وصفها بحالة الدراسة أكثر من كونها تجربة قائمة بذاتها، نظرًا إلى حداثة نشأة المؤسسة العسكرية وتطوّرها النسبي، وحاجتها إلى تراكم تاريخي يُتيح وصفها بالتجربة. بناءً عليه، فإن استخدام مفردة "الحالة" في السياق السعودي ينسجم مع أسس المقارنة العلمية التي تتطلب التمييز بين ما هو راسخ تاريخيًا ومؤسسيًا، وما هو حديث وفي طور التشكّل.
