The Military Establishment in the Balance of the Libyan and Tunisian Revolutions

Abstract

The Gulf states, as a center for oil and gas production, face the challenge of adapting to an increasingly uncertain energy landscape as new resources arrive in the market, and the reverberations of unstable demand and turbulent geostrategic conditions. The great challenge for these countries, in which social peace depends on unlimited consumption of subsidized energy, is to reduce consumption and develop alternative energy sources to conserve traditional fuels for export. The effects of these transformations are significant today, and the economic, social and political stability of these countries, as well as their ability to remain major players in the global energy system is at stake. Renewable energy policies, tailored to the unique political, economic and social conditions of each country, need to translate aspirations into swift practical action to succeed and rejuvenate the option of cooperation within a productive institutional framework.

  40. قصْف المدفعيات الليبية مدينة السلوم المصرية في عام 1977، وما أفرزه من ردات فعل قوية أدّت بمصر إلى تدمير قاعدة طبرق الجوية، ومشاركة الجيش الليبي في عام 1979 لدعم المنشقّ التشادي كوكني ودادي ضدَّ حسين حبري المدعوم من فرنسا، فخرج من تشاد يجر أذيال الخيبة والفشل، واشتباكات جوية في الثمانينيات مع سلاح الجو الأميركي، حيث لاحقت الطائرات الأميركية طائرتين من الطائرات المقاتلة الليبية خلال مناورات بحرية في خليج سرت، وفي 15 نيسان/ أبريل 1986 هاجمت 100 طائرة أميركية مجمعين عسكريين وقاعدتين جويتين، ومنفذًا في ليبيا، فأطلقت زوارق دورية ليبية صاروخين على باخرة للاتصالات البحرية الأميركية الموجودة في جزيرة لامبيدوزا الإيطالية، ولم تصبها بأي أضرار تُذكر.

  63. تقسم الجيوش على صعيد العقيدة والتأهيل إلى جيش عقائدي وآخر غير عقائدي. فالعقائدي هو الجيش الذي ينشأ ويُدرّب على عقيدة وطنية، تشمل عقيدة قتالية هي العقيدة العسكرية، وعقيدة سياسية تحاكي الأهداف الإستراتيجية الكبرى عبر سلطتها السياسية، مثل الجيش السوري والعراقي والمصري. أما الجيش غير العقائدي، فمرتبط بشخص أو فئة، ويتأثر بمراحل قوة الأشخاص وضعفهم. فيزيد انضباطه عندما يحس باتساع دائرة المغريات المقدمة إليه، ويتشظى إذا وجد ضعفًا في الحاكم وانحسارًا في دائرة المصالح، مثل الجيش الليبي، للمزيد انظر: عبيدات وآخرون، ص.221
