Forced Displacement in Area C and the (Palestinian) Jordan Valley under Israeli Settler Colonialism

Abstract

​This study investigates the forced displacement of Palestinians in the context of Zionist settler colonialism in Area C, including in the Jordan Valley, which represents more than 60 percent of the West Bank. The study details colonial policy in this region, analyzing the patterns of forced displacement in the villages of Bardala, al-Farisiyah, Al-Sakot, Khirbet Humsa, Al-Malih and Khirbet Al-Hama, based on the position of the region within the colonial project. It also evaluates the impact of this displacement on the geographical and demographic reality on the ground. It attempts to discuss the relationship between the use of forced displacement as a means to take control of the land, and to exploit and expel the Palestinians.

  1. يشير تعبير المنطقة "ج" بما فيها الأغوار الفلسطينية إلى بقعة جغرافية تصل مساحتها إلى أكثر من 60 في المئة من المساحة الكلية للضفة الغربية، وهي منطقة تحتفظ فيها إسرائيل بسيطرة أمنية وإدارية شبه حصرية، بما في ذلك الأمن والتخطيط العمراني والبناء وإنفاذ القانون والتنظيم. وجاءت تسمية المنطقة بناءً على اتفاقية أوسلو (2) الموقعة في أيلول/ سبتمبر 1995 بين منظمة التحرير الفلسطينية وإسرائيل، والقاضية بتقسيم الأراضي الفلسطينية ثلاث مناطق: مناطق (أ): تخضع للسيطرة الفلسطينية الكاملة أمنيًا وإداريًا، وتبلغ مساحتها ما نسبته 18 في المئة من مساحة الضفة الغربية الإجمالية. ومناطق (ب) تقع فيها المسؤولية عن النظام العام على عاتق السلطة الفلسطينية، وتبقى لإسرائيل السلطة الكاملة على الأمور الأمنية، وتبلغ مساحتها 22 في المئة من مساحة الضفة الغربية الإجمالية، وبناء عليه تشكل المنطقة "ج" نحو 61 في المئة من أراضي الضفة الغربية. أما منطقة الأغوار الفلسطينية التي يقع 88.3 في المئة منها ضمن تصنيف المنطقة "ج"، فتشير إلى المنطقة الممتدة على الشريط الشرقي للضفة الغربية المحتلة في عام 1967، وعلى طول 120 كيلومترًا، وعرض يراوح بين 5 و 25 كيلومترًا داخل الضفة الغربية، ومن "عين البيضاء" جنوب مدينة بيسان شمالً، إلى "عين جدي" قرب البحر الميت جنوبًا، ومن منتصف نهر الأردن على المنطقة الحدودية مع الأردن، حتى سفوح الجبال الشرقية للضفة الغربية غربًا. للمزيد ينظر: فادي نحاس، إسرائيل والأغوار: بين المفهوم الأمني واستراتيجيات الضم (تقرير بحثي) (رام الله: المركز الفلسطيني للدراسات الإسرائيلية "مدار"، 2012)، ص.15-13
