الملخص

تبحث هذه الدراسة في تحولّات عملية صنع القرار الأميركي بشأن القدس، وترك ز على التحولّات الجارية في العقد الأخير، وعلى تركيبة جماعات الضغط الإسرائيلية في الولايات المتحدة الأميركية واتجاهاتها. قسّ مت الدراسة إلى ثاثة محاور: يقدم الأول مدخلًا نظريًا لفهم السياسة الأميركية تجاه القدس، ويعرض الثاني تاريخ القدس في السياسة الخارجية الأميركية والكونغرس، ويتناول الثالث القدس وإسرائيل وفواعل صنع السياسة الأميركية. كما تناقش الدراسة دور الإنجيليين واليهود الأميركيين وسياسات الحزبين الديمقراطي والجمهوري واللوبي الإسرائيلي في عملية صنع القرار الأميركي تجاه القدس. وترى أن فواعل عملية صنع القرار مسألة مهمة لفهم الكيفية التي تصاغ بها السياسة الأميركية تجاه القدس.

  9. لجنة ثلاثية شكّلها المجلس الأعلى لمؤتمر الصلح لدول الحلفاء في أيار/ مايو 1919، تضم ممثلين عن بريطانيا وفرنسا والولايات المتحدة، وصلت في 10 حزيران/ يونيو 1919 إلى يافا، في إطار مهمتها في سورية الطبيعية والعراق، وذلك للاطلاع على وجهات نظر السكان، تمهيدًا لتقرير مصير المنطقة. لكنّ مقاطعة كل من فرنسا وبريطانيا لأعمالها حوّلتها إلى لجنة أميركية محضة، ويمثّل تقريرها وثيقة مهمة عن رأي أهالي سورية وفلسطين بمصيرهم. وقد أودعت اللجنة في 18 آب/ أغسطس 1920 تقريرها لدى سكرتارية مؤتمر الصلح، لكنّ السكرتارية حفظته في الأدراج إلى أن نشُر بطريقة غير رسمية في 2 كانون الأول/ ديسمبر 1922. وقد كانت اللجنة حين قدومها إلى فلسطين متحيزة إلى المشروع الصهيوني، غير أن نتائج لقاءاتها جعلتها تتحفظ عليه أشد تحفُّظ، وتغير من موقفها السابق منه، وهي تعتبره خروجًا عن مبادئ الرئيس ويلسون. وبخصوص القدس، وضح تقرير اللجنة أنه "من المستحيل أن يرضى المسلمون والمسيحيون بوضع الأماكن المقدسة تحت رعاية اليهود مهما حسنت مقاصد هؤلاء"، وأوصت ب "العدول بتاتًا عن الخطة التي تهدف إلى جعل فلسطين حكومة يهودية"، ينظر: جورج أنطونيوس، يقظة العرب: تاريخ حركة العرب القومية، ترجمة ناصر الدين الأسد وإحسان عباس (بيروت: دار العالم للملايين؛ نيويورك: مؤسسة فرانكلين للطباعة والنشر، 1962)، ص 410،.609
