الاستدامة المالية للقطاع الثالث في دولة قطر من خلال الاستثمار العام المباشر

الملخص

تنحو هذه الدراسة منحًًى استشرافيًًا، ينظر في موجبات تحقيق الاستدامة المالية في دولة قطر من خلال الاستثمار الموجّّه، وسُُبل عمله في تفعيل أدوار القطاع الثالث. وتنطلق من فحص هذه الاستثمارات وبيان التحديات المالية والإدارية التي تواجهها، والتي تعترض استدامتها وعرقلة مخرجاتها التنموية. وتستكشف في هذا المنحى سبل تعزيز فاعلية القطاع الثالث، وتقدّّم جملة من التوصيات من أجل إقامة بنية متخصصة للاستثمارات العامة، تكون قادرة على إدارة هذا الصنف من الاستثمار الموجّّه على نحو فعال، وفق تشريعات واضحة، وبما يُُعزّّز الشراكات مع قطاعات الدولة والمجتمع على اختلافها. وقد وظّّفت الدراسة المنهج النوعي عبر مقابلات مع عيّّنة تمثّّل مختلف قطاعات الدولة والمستويات الإدارية، فضلًا عن أصحاب المصلحة. وانتهت إلى عدد من النتائج التي تدلّّ على ما يواجه القطاع الثالث في دولة قطر من تحديات مالية، منها: محدودية الموارد المتاحة، والافتقار إلى تشريعات وآليات تنظيمية وإدارية مُُعزّّزة للاستدامة المالية. وأكدت الدراسة أن الاستثمار الموجه آلية مناسبة لتحسين فاعلية القطاع الثالث، وهو باب لعقد شراكة قوية بين القطاعين الحكومي والخاص، وأن هذه الشراكة تؤتي ثمارها المرجوّّة إن التزمت مبادئ واضحة على رأسها الحوكمة والثقة والشفافية.
