الملخص

تعيد هذه الورقة دراسة الجدل الدائر بشأن نموذج الحكم الأكثر ملاءمة للصومال. وتناقش في الجزء الأول، عبر الدمج بين مقاب تاا ومجموعات نقاش وتحليل وثائق وأدبيات، أربع شكاوى محلية: ضعف الثقة، والمطالبة بالديمقراطية، والحصول على الخدمات الأساسية، والمطالبة بحصة عادلة من الموارد، وهي التي تقف وراء اهتمام الناس بتوجهات اللامركزية. وترى الورقة أيض ا أن دول الجوار والمجتمع الدولي وسياسيين قبليين هم القوى الدافعة للمشروع الفدرالي القبلي الحالي. كما تبحث مدى ملاءمة مقترحات الكونفدرالية، والفدرالية، والتوافقية، واللامركزية الواردة في الأدبيات المنشورة. وتتناول في الجزء الثالث بالتحليل نتائج الدراسة والكتابات عن هذا الموضوع. وتؤكد الورقة أخيرًا أنّ نظامًا موحدًا لامركزيًا، هو نموذج الحكم الأكثر ملاءمة للصومال. فهو يتضمن أدوات مرنة، تجعله يحافظ على البلد موحدًا، مع معالجة الشكاوى المحلية، والمصالح المشروعة للجهات الخارجية.
