الرؤى الإستراتيجية لثلاثي القطبية الدولية: تحليل مضمون مقارن

الملخص

​منــذ انهيــار الاتحاد الســوفياتي وتحــوّل النظــام الدولــي إلــى أحــادي القطبيــة، لــم تنقطــع التوقعــات بشــأن الماهيــة التــي سيســتقر عليهــا هــذا النظــام مســتقبلًا. فهناك مــن يتوقع اســتمرار الأحادية القطبيــة (الولايات المتحدة)، ويرى آخــرون عودة الثنائيــة القطبية (الصين مقابل الولايات المتحدة)، بينما يعتقد غيرهم أن النظام الدولي يتجه إلى أن يكون متعدد الأقطاب (الولايات المتحدة، والصين، وروسيا، والإتحاد الأوروبي، واليابان، والهند ... إلخ). على خلاف هــذه التوقعــات، تفتــرض هــذه الدراســة أن النظــام الدولــي القــادم ســيكون ثلاثي القطبيــة، تقتســمه الولايات المتحــدة والصين وروســيا. ولاستطلاع العلاقات الناشــئة بين هــذه الــدول، والتعرف إلى توجهاتها، وما تنيطه كل لنفســها من دور في هذا العالم، تعالج الدراســة أحــدث الــرؤى الإستراتيجية لــكل منها، وذلــك بتحليل مضمون مقارن لثلاث وثائق رسمية تتعلق بالأمن القومي والسياسة الخارجية للدول الثلاث. وتنتهي الدراسة باستعراض مختصر لانعكاسات هذه الرؤى على النظام الدولي.
