بطء عملية إعادة الإعمار في غزة: تلكؤ المانحين بين الذاتي والموضوعي

الملخص

تسلّط هذه الدراسة الضوء على دور المانحين في إعادة إعمار غزة منذ أن تسلّمت حركة حماس السلطة في القطاع عام 2006 وإلى الآن. وتناقش عددًا من المحددات التي تعوق وجود دور فعال للمانحين في إعادة إعمار القطاع؛ إذ إنّ عملية إعادة الإعمار لا تزال تدور في حلقة مفرغة مع غياب التسوية، كما أن عدم اتصال حركة حماس بالدول الغربية شكّل عقبةً أمام عمل المانحين، إضافة إلى الانقسام السياسي بين حركتَي فتح وحماس. وتخلص الدراسة إلى أنّ الملامح الرئيسة لسياسات المانحين في إعادة إعمار غزة كانت وما زالت تتمحور حول عدم التعرّض المباشر للاحتلال، والإبقاء على سياسات الحصار، وضمان عدم حصول الحكومة في قطاع غزة على أموال المانحين وعدم إشراكها في التخطيط والتنفيذ، ودعم السلطة الفلسطينية، وتوضح أنّ سياسات المانحين تلك، سياسات متلكئة، تتوانى عن الابتكار لتتخطّ ى العقبات في سياقٍ ذي ظروف خاصة كسياق غزة.
